THE WASHINGTON PROCESS, A LEVER FOR NORMALIZING RELATIONS BETWEEN THE DR. CONGO AND RWANDA AND A WAY OUT TO END THE CONGO WAR

The Washington Process, under pressure from the international community and with the impetus of the United States of America, brought together the DR. Congo and Rwanda to resolve the problems and the lexus of the Congo War. The harmful and unfortunate consequences of the clashes of the community clashes, the regulation of political conflicts and the resolution of the security crisis which is the exegesis of the de-escalation between the D.R. Congo and Rwanda and the settlement of the fundamental problems which raise a question on the governance of the member states of the Community of Great Lakes Countries and the principles of governance inherent in the democratic process, the preservation of sovereignty, the achievement of the greatness of the country, the preservation of identity, the struggle to ensure the integrity of the territory, the means implemented to build a competitive economy, the construction of a society of values based on freedom, equality, tolerance, respect for the rule of law, good governance; The resolution of the political problems that poison the situation and lead to the economic war that is engulfing the DRC and causing a tragic humanitarian situation with famine, population displacement, epidemics, and the destruction of the ecosystem was at the center of the discussions.


The failures of the Congolese state and the hasbara in which the Rwandan state is immersed, the decline of the deep structures of Congolese society, and the triumphalism in which Rwandan society manifests its powerlessness in the face of an oppressive regime; the culture of impunity and corruption that remain commonplace among the ruling class in the DRC and the maintenance in power of a system that governs the Rwandan state through corruption and totalitarianism are urgent issues that arise in the implementation of governance, for which a qualitative and quantitative assessment is more than expected.


The appropriation of history and the taking into account of destiny and the means of achieving development are factors that present themselves to ensure the greatness of the states participating in the Washington Process. The Congolese and Rwandan governments have concluded peace and economic cooperation agreements that led to the end of the Congolese war. These agreements will put an end to the democratization and political chaos, poor governance, and underdevelopment evident in the Congolese and Rwandan governments. The United States of America has concluded agreements with the DRC on the exploitation of mineral resources and critical minerals. These agreements extend to oil resources. American companies and those of countries allied with the United States of America will invest in the DRC. The processing of the exploited minerals will be carried out in Rwanda. The Washington Process will put an end to the widespread chaos in the DRC and Rwanda.
