EFFORTS MADE TO FIND A PEACE CEDAR AND BUILD THE DEEP STATE OF THE CONGO

The peace agreements concluded to ensure a resolution of political conflicts and a settlement of the secular crisis that has caused the DRC to betray itself in the war raging in the east, or to seek a solution to the destabilization in the western part of the country, have put an end to the ongoing divisions between the Congolese and Rwandan governments, as well as neighboring countries involved in the economic war devastating the DRC and leading to a genocide that has caused the deaths of 12 million Congolese people. Rwanda, Uganda, and Burundi, which supported the AFDL, have also been among the countries involved in the war. in the liberation war in 1997 where Mzee Laurend-Desire KABILA ousted Joseph-Desire MOBUTU, the Marshal and greatest dictator of the Congo of the post-colonial era and of the 20th century who was brought to power in 1965 during the Cold War by the United States of America and its allies, the Western countries, he ruled Zaire (D.R. Congo) with an iron fist for 32 years. The Congo war immediately sparked disagreements within the A.F.D.L. coalition. Because the Kabila regime, which put the country's interests before partisan interests and the consensuses resulting from unfair contracts, terminated the agreement that bound it to neighboring countries that sought more to exploit the DRC's mineral resources than to work towards a framework for peace and ensure the country's security.


Thus, rebel movements supported by neighboring countries were created, in addition to the myriad armed militias operating throughout the national territory, the country has fallen into an abyss where war crimes, crimes against humanity, and genocide have been committed since 1997. Armed groups including the M23 perpetrated summary abuses, massacres, mass killings, targeted assassinations, kidnappings, rapes, looting of resources, violation of the population by spreading oppression, fear and terror. The D.R. Congo was plunged into economic war, anarchy and political and social disorder, political chaos with state failures, state collapse, annihilation of the Congolese state and the inaliation of the Nation because the country was in danger of balkanization, repartition and cession. The failure of the F.A.R.D.C., the inflationary crisis, poverty, inequality and division were listed. The maintenance of democracy, authoritarianism, coercion dominated the country. The authoritarian, despotic, and tyrannical regime has established a stronghold over the population and ensured the deprivation of freedoms. The Congolese population and the FARDC are exhausted by the recurring war.


But the agreements reached in Washington and the significant accords reached in Doha, Qatar, amply demonstrate that the restoration of a just peace is unimaginable. The Democratic Republic of Congo is taking a step forward to find a way out of the war and build the Congolese Deep State, because there is no alternative to peace. Defending democracy and ensuring respect for the rule of law, or promoting individual freedoms, are the factors that will lead to the construction of a just, sovereign, and democratic state. The appropriation of history, taking control of destiny, and awareness of existential realities are the founding principles of a powerful and emerging state.
